Draft development programmes are discussed at the session of the Cabinet of Ministers of Turkmenistan

On June 14, President Gurbanguly Berdimuhamedov held regular session of the Cabinet of Minister where the course of the Presidential programme and issues of social and economic development of the country has been reviewed.

Forestalling the work of the session, the Head of the State mentioned that Eid al-Fitr Holiday would be observed on June 15. The holiday has great importance in the life of our society. On occasion of Eid-al Fitr celebration, President of Turkemnsitan Gurbanguly Berdimuhamedov signed the Resolution on announcement of June 15 as a non-working day.

Having announced the agenda, the Head of the State gave floor to Deputy Chairman of the Cabinet of Ministers, Foreign Minister R. Meredov who informed about good news that came from the UN Headquarter.

It was mentioned that Turkmenistan has been elected to the members of the UN Economic and Social Council (ECOSOC) at the 96th meeting of the 72nd session of the United Nation general Assembly on June 13. This fact visually indicates high international authority of the country, support of constructive foreign policy of Turkmen leader meeting the interest of common wealth and progress by the world community.

President Gurbanguly Berdimuhamedov noted that at present, traditional cooperation of Turkmenistan with the United Nations received new development. Resting on existing experience, this collaboration is always filled with new content. Recently, the partnership of our country with competent UN structures is activated.

Having congratulated the participants and all compatriots on remarkable event – the election of Turkmenistan to the members of the UN Economic and Social Council in 2019 – 2021, the President expressed the gratitude to all states voted at the election and rendered the trust to our country.

Taking the opportunity, the Head of the State confirmed the commitment of independent neutral Turkmenistan to active participation in the solution of topical issues of regional and global agenda on the platform of the United Nations Organization and its specialized structures.

Further, reporting on the activity, the Vice-premier, Head of the MFA informed about preparation to International conference “Cooperation in financing of development in the heart of the Silk Road”, which is planned to be held in Ashgabat on June 20 – 21.

In this regard, it was highlighted that constructive proposals of the Leader of the Nations on achievements of the Sustainable Development Goals (SDG) declared by the UN until 2030 find wide support of the world community.

It was informed that appropriate measures for organization of the above-mentioned forum, which agenda include actual directions of cooperation in the SDG, are taken according to the assignments of the Head of the State. It is planned to adopt the Final Document by the outcomes of work of the conference. Initial programme of the forum including thematic seminar has been elaborated.

Having highlighted that neutral Turkmenistan would continue taking active part in joint efforts aimed at the achievement of the Sustainable Development Goals, President Gurbanguly Berdimuhamedov requested to provide high organizational level of international conference, which is to be an open ground for sharing of the opinions and discussion of the key issues of regional and international partnership.

Continuing the report, Deputy Chairman of the Cabinet of Ministers, the Minister of Foreign Affairs informed on the preparation of the working visit of the President of Turkmenistan to the Republic of Tajikistan for participation in High-Level International conference “Water for Sustainable Development” in Dushanbe on June 20.

It was mentioned that consolidation of cooperation in strategic important objective of the global agenda is one of the priority directions of foreign course of our country. Turkmenistan under the leadership of the Head of the State carries out large-scale work in this direction. Relative measures for practical realization of creative initiatives of the Leader of the Nation in such important spheres as natural protection, solution of the problems of the climate change, rational use of water resources are taken this time.

It is expected that heads of the states and governments from dozens countries of the world, representative of competent international organizations will take part in coming forum in Dushanbe.

Summing up the report, President Gurbanguly Berdimuhamedov highlighted that neutral Turkmenistan make considerable contribution to the development of fruitful cooperation in protection and rational use of water resources, having made the number of specific initiatives at the United Nations General Assembly, Rio+20 World Summit as well as III UN World Conference on reduction of risk of natural disasters and VII World Water Forum in Sendai (Japan) and Tegu (the Republic of Korea) in 2015.

Today, the water problem cannot be considered apart from strategic plans of universal sustainable development including social and economic progress, provision of ecological safety and from such topical aspect as the climate change. Speaking of this, the Head of the State noted that Turkmenistan, which chairs the International Fund for Saving of Aral Sea, invariably stands for the review and solution of all relative issues based on universal standards of international law in collaboration with the UN and other competent structures.

Having confirmed the intent of Turkmen side to continue actively supporting the improvement of efficient cooperation in this important direction in regional and global scale, the President gave number of instructions on preparation of the Government delegation of our country to the Republic of Tajikistan and participation in International Conference in Dushanbe.

After, the Vice-premier, the Head of the MFA reported on the subject of further development of Turkmen – Afghani cooperation. In this context, it was highlighted that Turkmenistan pays special attention to the relations with Afghanistan providing humanitarian aid and comprehensive support to the people of neighbouring state.

For these purposes, our country initiates important infrastructural projects such as the construction of Turkmenistan – Afghanistan – Pakistan – India gas line (TAPI), power fibre optic lines along Turkmenistan – Afghanistan – Pakistan routes, railroads. Number of social facilities has been built under relative programme. In addition, the volumes of energy supplied to Afghanistan are increased.

In this regard, it was reported on the completion of construction of new power line on the territory of Afghanistan, which would allow increasing the volumes of Turkmen electrical energy to different regions of neighbouring state as well as on preparation of the opening ceremony of new facility.

Having listened to the report, President Gurbanguly Berdimuhamedov highlighted that Turkmenistan would continue providing actual support and assistance in peace development, restoration of social and economic infrastructure of Afghanistan, its integration to the modern system of regional and world economy.

Turkmen leader Addressed Deputy Chairman of the Cabinet of Minister, Minister of Foreign Affairs R. Meredov and Vice-premier D. Amangeldiyev with the assignments on preparation to participation of our delegation in the opening ceremony of new power line built in neighbouring state.

Deputy Chairman of the Cabinet of Ministers G. Myradov reported on the activity of the structures under his supervision and fulfilment of the assignments given by the Head of the State. The course of National Programme of the President of Turkmenistan on changes of social and living conditions of the population of villages, settlements and etraps until 2030 in new edition was separate subject of the report.

Summing up the report, Turkmen leader noted that completion of works planned in national state programmes would allow improving the competiveness of the economy and increasing its export capabilities.

Continuing the subject, President Gurbanguly Berdimuhamedov requested to analyse economic indicators of the ministries and departments, take timely and appropriate measures for the provision of strict financial discipline. The Head of the State also focused on the important of continuation of works for bringing legal acts regulating the activity of the systems reported to the Vice-premier in compliance with international standards.

After, the floor was given to Deputy Chairman of the Cabinet of Ministers M. Meredov who reported on the Draft Programme of development of oil and gas industry of Turkmenistan for 2018 – 2024 elaborated by the order of the Head of the State.

This document has been drafted according to the Programme of social and economic development of the country for 2018 – 2024 stipulating the complex of measures for industrialization of the country, provision of stable growth of national economy, further improvement of social and living conditions of the population.

Having noted that all objectives for the improvement of the efficiency of oil and gas complex were clearly outlined at the recent session with fuel and energy complex management, President Gurbanguly Berdimuhamedov ordered to elaborate on the Draft Programme of development of oil and gas industry of Turkmenistan for 2018 – 2024 and present it for approval.

The Head of the State pointed out that the Programme has to reflect such subject as increment of oil and gas production, provision of materials to refineries, increment of the production made by fuel and energy complex and variety of export goods.

In his turn, Deputy Chairman of the Cabinet of Ministers E. Orazgeldiyev reported on seasonal agricultural works including on the mowing carried out in the region, which was joined by the farmers of Dashoguz and Balkan Velayats on June 13. Proper measures have been taken for arrangement of uninterrupted work of grain harvesters and transport for delivery of the wheat to reception facilities.

At the same time, care of the cotton crops, inter-row cultivation of new springs, vegetation irrigation and mineral fertilizing are carried out according to agrotechnical standards.

Having listened to the report, the President of Turkmenistan noted the importance of agricultural complex for national economy, creation of food abundance in the country. in this context, it is necessary to provide optimum rates of the wheat harvesting and to pick up all grain using the capabilities of modern equipment efficiently.

It is also necessary to hold under permanent control qualitative fulfilment of agrotechnical activities for care of the cotton, the Head of the State pointed out, having Addressed the leader of agricultural complex with the number of certain assignments.

President Gurbanguly Berdimuhamedov highlighted that there is huge potential in the country for development of agrarian sector today. Growth of the population wealth, formation of proper infrastructure in rural areas, improvement of the efficiency of agricultural production, strengthening of economic base are always under the attention of the Government.

Deputy Chairman of the Cabinet of Ministers K. Durdymyradov reported on the elaboration of Draft Programme of development of industrial complex of Turkmenistan for 2018 – 2024.

It was mentioned the Draft Programme was elaborated in coordination with the Mejlis, the Ministry of Finances and Economy, the Ministry of Justice according to the Programme of social and economic development of the country in 2018 – 2024.

The Programme stipulates priority objectives for profile structures of industrial complex of Turkmenistan until 2024 for rapid industrialization, provision of stable growth of national economy, improvement of social protection and further improvement of social and living conditions of the population.

Having listened to the report, President Gurbanguly Berdimuhamedov highlighted that saturation of local market with quality local goods substituting foreign analogues and increment of volumes of export competitive production are the main objectives in industrial sphere. All of these require coordinated, planned and balanced development of all sectors of industrial sphere. In this context, the Head of the State said that draft Programme of development of industrial sector until 2024 has to reflect the main directions of long-term Programme of social and economic development of Turkmenistan unit 2030, Programme of development of electronic industry and other.

The Head of the State ordered the Vice-premier to elaborate on all aspects of further development of national industry and present relative programme for approval.

Deputy Chairman of the Cabinet of Ministers D. Amangeldiyev reported on the elaboration of the Programme of development of construction, energy and municipal serves complexes of Turkmenistan for 2018 – 2024 as well as on the course of of the second phase of construction Nusay Hotel in Ashgabat.

Having listened to the information, the Head of the State noted the importance of the objectives of these branches. It was highlighted that it is necessary to continue working on turning of Turkmen capital into one of the most beautiful and comfortable cities in the world.

President Gurbanguly Berdimuhamedov pointed out the importance of targeted thoroughly thought measures for the development of construction and energy branches, which is important factor of comprehensive progress. The Head of the State outlined the improvement of investment activity in these spheres among the main measures.

Speaking of the second phase of construction of Nusay Hotel, the President of Turkmenistan highlighted that every aspect including the selection of quality construction and decoration materials, ecological factor, further efficient operation of the facilities, has to be counted during the construction of new buildings and facilities. Having noted the importance of wide implementation of advanced international practice, the Head of the State approved presented document and ordered to hold under control its execution.

Deputy Chairman of the Cabinet of Ministers Ch. Gylyjov reported on the situation in the sphere under his supervision and on the preparation to Fair Exhibition “Trade and Services 2018” on June 26 – 28. The main purpose of the event organized by Trade and Industrial Chamber according the Resolution of the President of Turkmenistan is to introduce the reforms in this sphere made in the country under the leadership of the Head of the State, work of shopping centres, markets, food outlets in all regions as well as facilities for provision of services to the population. The participants of the exhibition will have an opportunity to advertise their capabilities as well as to establish close business contacts.

Having listened to the report, President Gurbanguly Berdimuhamedov noted that owing to the measures taken in the country, the volume of trade turnover is steadily growing, the work for provision of goods abundance and saturation of local market with all necessary production is carried out. Special attention is paid to the quality, variety and improvement of presentation of the product that are on high demand among the population as well as to improvement of the level of services. All of these have to be demonstrated at coming exhibition, the Head of the State highlighted, having requested the Vice-premier to organize the event on high-level.

Deputy Chairman of the Cabinet of Ministers M. Chakiyev reported on the elaboration of the Draft Resolution on the approval of the Programme of Development of branches of transport and communication complex of Turkmenistan for 2018 – 2024 as well as on modernization of work of the facilities of the Ministry of Railway Transport.

It was mentioned that relative infrastructure is expanding and advanced technologies are introduced in the result of the measures in transport sector.

It was also mentioned in the report that larger associations are planned to be founded merging the number of the facilities of railroad branch for the improvement of work.

Summing up the report, President Gurbanguly Berdimuhamedov highlighted the appropriateness of the improvement of organizational approaches toward the work of transport and communication branches, supplementation of technical fleet with modern specialized equipment, which is integral term of the assertion of our country as international centre of transit and transport communications.

Important role is given to the involvement of the potential of railway sphere in harmonic development of national economy and multimodal system of Turkmenistan. Therefore, special attention is paid to the expansion of its infrastructure, the Head of the State noted, having demanded to use available capabilities in full volume.

Focusing on the elaboration of the Programme, the President ordered to finish the process of the formation of large facilities of transport complex into joint stock ventures and to complete the programme accordingly.

Deputy Chairperson of the Cabinet of Ministers B. Abdiyeva reported on the preparation of the Draft State Programme of development of cultural sphere for 2018 – 2024.

The project has been elaborated by the order of the Head of the State according to the Programme of social and economic development of the country in 2018 – 2024. The document is aimed at the improvement of the activity of the ministry and departments of this sphere, their work for fundamental study of national heritage, traditions and life principles of our ancestors, creation of modern conditions for wide implementation of tourist potential of the country, realization of the state policy in TV and radio broadcasting and cinematography, development of publishing and printing activity.

Having listened to the report, President Gurbanguly Berdimuhamedov ordered the Vice-premier to consider national and international practices during development of the Programme. Study of advance foreign practice has to find adequate implementation in the formation of wide cultural and informational field, Turkmen leader highlighted. Having noted the importance of active implementation of modern technologies, the head of he State added that improvement of creative potential of the personnel of cultural sphere is also important. It is also necessary to elaborate on the subject of training of profile specialists.

Time and objectives require seeking for new solutions directing them to the objectives of cultural development of the country, educational activity, stimulation of Turkmen youth to creative activity, study of national heritage, spiritual growth, the President highlighted, having ordered to elaborate on relative Programme.

Deputy Chairman of the Cabinet of Ministers P. Agamyradov reported on the Draft State Programme of development of education, science, health protection, sport and archiving in Turkmenistan for 2018 – 2024 aimed at bringing of the above-mentioned directions to new level meeting modern requirements,

Priority goals of the Programme are the upbringing of educated, physically fir and spiritually rich young generation, training of highly qualified specialists for different branches, comprehensive support of scientific and research activity, improvement of relations between the science and production and modernization of the structure of scientific and research institutes in this context. protection of health of the citizens, accretion of the principles of healthy life style, involvement of the population in mass physical training and sport movement, stimulation of national sport as well as improvement of the activity of the archives are the priority objectives of the Programme.

Having highlighted the importance of the State programme, President Gurbanguly Berdimuhamedov noted that it has to be elaborated on and all aspects related to its implementation including the training of professional personnel on new specialities have to be analysed.

Chairperson of the Mejlis G. Mammedova informed about current activity of national parliament for integrated modernization of legal framework of the country as well as on the outcomes of the second session of the Mejlis of Turkmenistan of the sixth convocations where new laws and regulatory documents have been adopted.

At present, the committees of the Mejlis continue working on the number of draft Laws of Turkmenistan.

Organizational work on preparation of the first session of the People’s Council of Turkmenistan is carried out.

Having noted the importance of law-making activity of the parliament, the Head of the State highlighted the significance of the measures for improvement of national legislation in the context of development of the spheres of the economy, science and culture, improvement of social and living conditions of the population, respect and protection of human and citizen rights and freedoms.

Some other issues of the state life, on which relative decisions were made, have been reviewed at the session.
