Priority directions of country’s development are discussed at the session of the Cabinet of Ministers of Turkmenistan

On January 12, President Gurbanguly Berdimuhamedov held the first session of the Government this year where the main subjects of the state policy aimed at further dynamic development of the country and prosperity of Turkmen people were discussed.

Having announced the agenda, the Head of the State gave floor to Deputy Chairman of the Cabinet of Ministers G. Myradov who reported on the situation in the structures under his supervision. The Vice-premier also reported on the activity of the General State Service Turkmenstnadartlary including on the practical measures for consolidation of equipment and facilities base of the State Reference Centre and its provision with modern equipment, improvement of regulatory and legal documents in this sphere.

Speaking of steadfast international accreditation of the central laboratories of this department, the Deputy Chairman, the Head of the Government informed that the Temperature Laboratory of the State Reference Centre was one of the first that passed this procedure by Slovakian National Accreditation Service (SNAS) and received relative certificate.

Having listened to the report, President Gurbanguly Berdimuhamedov noted that provision of single measuring system used in all branches of Turkmen economy is one of the main functions of the State Reference Centre. Credibility and accuracy of the measurements has social, economic and political importance for our country, Turkmen leader continued, having highlighted that quality and safety control of productions and goods as well as work and services have to meet universal standards.

Deputy Chairman of the Cabinet of Ministers O. Gurbannazarov reported on the activity of the facilities in his sphere as well as on preparation to the participation of Turkmenistan in Universal Exposition EXPO 2020. National exposition will be represented in the forum, which is to be held in Dubai, United Arab Emirates from 20 October 2020 to 10 April 2021 under the slogan "Connecting Minds, Creating the Future". It was informed that at present time, relative works with the Organization Committee of EXPO 2020 are carried out.

Summing up the report, President Gurbanguly Berdimuhamedov noted that for our country, the participation in this universal exposition gives the opportunity to demonstrate the achievements of Turkmenistan to the world’s community, introduce targeted programmes of different sectors of the economy, richest cultural heritage of Turkmen nation as well as provides the promotion of domestic technologies, scientific developments, goods and services to foreign market. EXPO 2020 will serve as efficient ground for establishment of new contacts, share of practices in various spheres, expansion of the geography of beneficial cooperation with foreign partners, the Head of the State said, having addressed Vice-premier with specific assignments.

After, Deputy Chairman of the Cabinet of Ministers M. Babayev reported on the work for further improvement of fuel and energy complex and on the measures taken for successful realization of the Programme of developemtn of oil and gas industry of Turkmenistan until 2030. The information of the project of construction of the Exhibition Centre «Sergiler merkezi» prepared by the State Concern Turkmengaz in Avaza National tourist zone was presented.

Having noted the necessity of proper measures for steadfast fulfilment of the works outlined in the programmes of development of domestic fuel and energy complex aimed at the consolidation of its industrial and export potential, modernization of branch infrastructure based on application of modern technologies and advanced developments and active investment policy, President Gurbanguly Berdimuhamedov addressed the Vice-premier with number of specific instructions.

Having touched the subject of the project of the Exhibition Centre in Avaza, the Head of the State highlighted that all facilities built on Caspian coast have to be distinguished by originality and harmonically merge into overall architectural ensemble of tourist zone.

Deputy Chairman of the Cabinet of Ministers E. Orazgeldiyev reported on seasonal works on agricultural fields of the country.

Having listened to the report, President Gurbanguly Berdimuhamedov defined the increment of wheat and cotton production, improvement of the soli condition of arable lands, their provision with water among the main objectives of the industry, which are also the key directions of agrarian reform in Turkmenistan. The Head of the State requested the Vice-premier to carry out all seasonal agricultural campaigns in optimal time. Specific instructions were also given on implementation of advanced agrotechnical methods in plant growing sector of the agricultural complex.

After, Deputy Chairman of the Cabinet of Ministers M. Aydogdiyev reported on preparation to the opening of glass factory «Türkmen aýna önümleri» in Ovadandepe, Ahal Velayat, which was built under the realization of the state programme on import substitution. The facility is equipped with modern hardware and technologies for glass processing from the leading world’s developers and manufacturers and is oriented at the production of different types of glass and various clear and coloured glass bottles. Turkmen specialist had special training for preparation of high quality personnel in glass production sphere.

Summing up the report, the Head of Turkmenistan noted that national economy including such perspective direction as construction materials and production of different glass ware from local raw materials will be considerably improved after opening of modern industrial complexes equipped with advanced high technology equipment. President Gurbanguly Berdimuhamedov highlighted that opening of new facility will allow satisfying the needs of internal market of the country in high quality production of own make.

After, Deputy Chairman of the Cabinet of Ministers D. Amangeldiyev reported on the course of construction of new combined power station on the territory of Mary State Power Station. Total capacity of the power station with four gas turbine 263.25 MWt each and ywo steam turbines 260.5 MWt each will be 1574 MWt. Commissioning works are carried out at the power plant at present.

Recently, large-scale projects for modernization of existing and construction of new modern gas turbine power plants are realized, new electrical lines are laid, dozens of power distribution substations are built, the system of energy provision of the capital, other cities and settlements of the country is renovated, President Gurbanguly Berdimuhamedov noted.

Having focused the attention at the issues of energy cooperation, the Head of the State noted that diversification of energy resources and establishment of new infrastructure are the strategic priorities in this sphere. Having highlighted that at present time, the issues of equal guaranteed access to the energy sources and their supplies acquired global scale, the Head of the State noted that constructive initiatives of our country on the provision of global energy safety are aimed at the achievement of this target.

Deputy Chairman of the Cabinet of Ministers B. Annameredov reported on the work for expansion of Internet network. The Vive-premier informed that new tariff plans were introduced to satisfy the requirements of the population in these services. As a result, the number of users were considerably increased. After putting of the internal internet system into operation, the clients of Altyn Asyr cellular operator have the access to mobile TV, which gives opportunity to watch seven channels of Turkmen television by mobile phone holders.

Continuing the session, the Vice-premier reported on integrated measures for provision of high quality transport services to tourists and passengers arriving in our country including in Avaza National tourist zone. In this context, it was informed about the putting of different types of new buses into operation.

Having listened to the report, President Gurbanguly Berdimuhamedov highlighted that as a result of integrated modernization and diversification of branch infrastructure, application of advanced equipment and innovations, ramified communication system is functioning in the country and terminal of information resources is developed. Developed automated network of telephone stations including the cellular ones as well as high-speed internet and data transfer channels allow rendering communication services on proper level, the Head of the State continued, having requested to take the measures for technical provision of stream broadcasting and expansion of the capacity of internet channel.

Uninterrupted operation of all systems of the economy, organization of coordinated public transport are among priority objectives of today, the Leader of the Nation said. All modifications of transport vehicles received by Turkmenistan undergo the test for compliance to local climate conditions, President Gurbanguly Berdimuhamedov noted, having highlighted important role of public transport in passenger traffic.

After, Deputy Chairman of the Cabinet of Ministers A. Garajayev reported on the situation in the sphere under his supervision and preparation to the Days of Belarusian Culture in Turkmenistan on January 24 – 26. It was informed that cultural action is organized according to the Programme of cooperation in 2017 – 2020 between related ministries of two countries to mark the 25th anniversary of the establishment of diplomatic relations between our states. The concert of art masters, photo exhibition, movies demonstrations, meeting of Belarusian writers with Turkmen colleagues are planned during the Days of Culture.

Having focused the attention at the organizational issues of the Days of Culture of the Republic of Belarus in Ashgabat, President Gurbanguly Berdimuhamedov highlighted the importance of coming action in further consolidation of friendship and cooperation between our nations. The Head of the State noted that at the modern stage, Turkmen – Belarusian relations have constructive and steadfast character and are developed for the sake of both countries.

Deputy Chairman of the Cabinet of Minister S. Toyliyev reported on the situation in the spheres under his supervision and on the work for preparation to international rally Amul – Hazar 2018, bicycle ride and running marathon along these routes. In this regard, Draft Resolution on institution of relative organizational committee and approval of its composition was presented for review to the Head of the State.

Having listened to the report, President Gurbanguly Berdimuhamedov noted that such actions are to support active attraction of Turkmenistan citizens, especially the youth, to do regular sports, further development of mass physical and health improving movement in our country and improvement of the country’s prestige as sport power. The Silk Road was uniting different states and nations throughout the centuries serving to consolidation f friendship and understanding between them. It made huge positive effect on the development of human civilization in general.

In modern conditions, unique heritage of the Silk Route becomes the basis for the development of new topical forms of cooperation in Eurasia and neutral Turkmenistan makes considerable input to this process, the Head of the State said.

Having approved and signed the Resolution, the Head of the State requested to take all necessary measures for preparation and organization of high level of international rally Amul – Hazar 2018, bicycle ride and running marathon along this route.

Deputy Chairman of the Cabinet of Ministers, Foreign Minister R. Meredov made report on the preparation to working trip of Turkmenistan delegation to the Islamic Republic of Pakistan, the city of Islamabad for the consultations between foreign departments of two countries.

The agenda f the meeting will include the subjects of further development of traditionally friendly interstate relations, beneficial cooperation between Turkmenistan and Pakistan in its priority directions where important role is given to bilateral Intergovernmental Commission. Special attention is to be paid to the implementation of the project of construction of Turkmenistan – Afghanistan – Pakistan – India gas line and other important joint projects in electrical energy and communication, transport and communication spheres. Number of bilateral meetings are also planned during the visit.

Having noted that consolidation of fruitful relations with the neighbours in Asian region including with the Islamic Republic of Pakistan is one of the key vectors of foreign course of neutral Turkmenistan, President Gurbanguly Berdimuhamedov stated with delight high level of interstate relations dynamically developing on multilateral level as well under competent international and regional organizations.

The Head of the State highlighted that constructive and trustful character of Turkmensitan – Pakistan dialog allows our countries successfully implementing the plans of cooperation and entering new actual directions resting on considerable potential in different spheres including trade, economic and energy spheres, transport and communication sector as well as on humanitarian and cultural contacts.

The Head of the State gave number of relative assignments related to further steadfast development of Turkmen- Pakistani relations built on the principles of equal rights, mutual respect and long terms to the Vice-premier.

Chairperson of the Mejlis A. Nurberdiyeva informed on the work of the Parliament of the country for further improvement of national legislation as well as on the activity for the expansion of inter-parliamentary contacts and share of practices in law making sphere.

The Head of National Parliament informed about the preparation to the working visit of the Mejlis delegation to the Islamic Republic of Iran for the participation in the 7th Conference of Muslim parliamentarian women of the Parliamentary Assembly of the Islamic Cooperation Organization as well as in the 13th session of this international structure.

Having focused the attention on the subjects of consolidation of the cooperation in international legal relations, the Head of the State noted the importance of sharing of the practices of the deputies with foreign colleagues and using of international experience in law making activity.

In modern age, efficient use of the opportunities of parliamentarian diplomacy gains special relevance what is to support the expansion of international partnership in bilateral and multilateral formats, Turkmen leader continued. In this context, President Gurbanguly Berdimuhamedov noted the importance of further inter-parliamentarian collaboration as well as steadfast development of the relations with specialized UN agencies and other competent structures including the Islamic Cooperation Organization.

After, Secretary of the State Security Council, Defence Minister Ya. Berdiyev made report to the Supreme Commander of the Armed Forces of Turkmenistan on general situation in security forces and on the fulfilment of the assignments given by the Head of the State earlier.

Having appreciated the input of military personnel to the success of the country in steadfast development, the President noted that the Government would continue taking care of making of the conditions for fruitful activity of military and law enforcement agencies staff, improvement of their professional and educational level and service, social and living conditions.

Other matters of the state life, on which relative decisions were made, have been reviewed at the session of the Cabinet of Ministers.

In the end of the session, Presdient Gurbanguly Berdimuhamedov wished great success in work to all the participants and prosperity to Turkmen people in the year under the slogan “Turkmenistan – the Heart of the Silk Road”.
