Meeting of the Cabinet of Ministers of Turkmenistan
On November 11, President of Turkmenistan Gurbanguly Berdymuhamedov held a regular session of the Cabinet of Ministers which was focused on advancing the earlier accepted government programs and on drafting some important official documents.
Having announced the agenda of the meeting, the leader of nation gave the floor to Chairperson of the Mejlis A.Nurberdyeva who informed on the activity of the national parliament aimed at further modernisation of the country’s legislative basis.
It was noted that the Committees of the parliament keep elaborating new bills in the light of the priorities of the state’s current development and the generally-recognized norms of international law. Simultaneously, the work is in progress on the approval of the next year’s draft State Budget.
In the comments to the report, President Gurbanguly Berdymuhamedov placed emphasis on the necessity of developing new acts and laws with a glance to the requirements of the Turkmen society’s further development in the epoch of power and happiness. They should promote and invest in further advancement of social and economic programs.
Reporting on the activity the Ministry of Foreign Affairs, Deputy Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov informed on the preparations for the official visit of the President of State of Palestine to our country on November 13-15.
Diplomatic relations between the two states were established on April 17, 1992. As of now, the normative-legal basis of the Turkmen-Palestinian cooperation includes 7 international documents. The current work on opening the embassy of State of Palestine in Turkmenistan is also the evidence of the growing interstate relations. The agenda of the forthcoming Turkmen-Palestinian summit talks to be held in Ashgabat will be focused on the priority directions of the bilateral relations in the light of modern realities and prospects. The summit talks are expected to result in signing of a package of documents aimed at strengthening and expansion of the interstate cooperation in every its field.
Focusing attention on the humanitarian component of the Turkmen-Palestinian dialogue, the President of state has also reminded about the international conference «Refugees in the Muslim world» organised by the Government of Turkmenistan in association with the Organization of Islamic Cooperation and the United Nations High Commissioner for Refugees which was held in May 2012 in Ashgabat. A separate section of that Turkmenistan-initiated representative forum was devoted to the issues of Palestinian refugees.
Pending the subject, the head of state pointed out that our country (where since 1995 the UNHCR representative is working) is one of the first in the region has started to pay close attention to the issues connected with refugees and has accumulated a solid positive experience in their solution.
Summing up the report, the leader of nation charged the vice-premier, head of the Ministry of Foreign Affairs with providing high organizational level of the forthcoming official visit of the President of State of Palestine to Turkmenistan.
Then deputy chairman of the Cabinet of Ministers B.Khojamammedov reported on the activity of subordinated structures. As the vice-premier informed, practical steps are being now undertaken to implement the earlier presidential commissions. In this regard, for consideration of the President of Turkmenistan a draft Resolution was submitted on approving the Regulations on the compulsory state insurance of civil-law responsibility of transport facilities owners (carriers) before the third parties (third party liability).
In the after-report comments, President Gurbanguly Berdymuhamedov assigned the vice-premier to keep under control the fulfilment of the aforesaid Regulations.
In turn, deputy chairman of the Cabinet of Ministers Ya.Kakayev reported on the ongoing preparations for the next session of the Turkmen-Japanese and Japanese-Turkmen committees for economic cooperation to be held in the capital of Japan, Tokyo.
As was marked, the meeting’s agenda will include a wide range of issues related to furthering bilateral cooperation, including in such spheres, as economy, finance, trade, oil and gas complex, power engineering, industry, building, transport and communications, agriculture and water economy, as well as education, public health services, and tourism. The session is expected to result in signing the relevant Protocol and a number of other documents aimed at activating the long-term mutuality-based partnership.
In particular, the above-mentioned documents will provide realisation of large joint projects - building of modern gas-processing and chemical complexes, other industrial facilities.
Commenting on the report, the President of Turkmenistan has necessitated applying best efforts for practical realisation of the reached arrangements on advancing the effective cooperation between the two countries.
Reporting on the implementation progress of the seasonal agricultural campaigns, deputy chairman of the Cabinet of Ministers R.Bazarov reported that at present in the regions the traditional agri-works kept going, including managing the fields planted to winter crops, vegetative watering of the fields in the germination phase, application of mineral fertilizers, weeds control.
At the same time, gathering of cotton which remained in the fields, processing of raw cotton at the ginneries, settlements with grain growers are still in progress. As of now, Dashoghuz and Lebap velayats produced about 61,000 tons of rice. In Balkan and Mary velayats, the crop of sugar beet planted to 1,100 hectare area has reached about 21.500 tons.
The vice-premier also reported on the construction course of the International Quarantine Centre in AK bugday etrap, Akhal velayat. Its total area makes up 40 hectares. Apart from its six 120-horse stables, the Center includes a veterinary block, an office building, race paths, a platform for show jumping , forage warehouses.
Summarising the report, the President of Turkmenistan placed emphasis on applying complex management policy and accurate coordination of the actions on implementing the governmental reform-oriented programs in the agriculture.
Then deputy chairman of the Cabinet of Ministers B.Ereshov reported on the state of affairs in the structures he is in charge of and on the fulfilment of the earlier presidential commissions on designing the large-panel apartment houses intended for the categories of citizens which especially need social protection.
As was informed, according to the Investment Program of Turkmenistan for 2017, construction is projected in Ashgabat and in every velayat of one 4-storey apartment house (6,123.6 square metres total area) intended for the disabled people.
Regarding building of modern apartment houses in complex with other social convenience facilities intended for the disabled citizens as the task of great importance, the leader of nation charged the vice-premier to elaborate carefully all the aspects of the problem - architecture of the houses, provision of necessary facilities and amenities in compliance with high requirements of international standards.
Then followed the report of deputy chairman of the Cabinet of Ministers, Manager of the Office of the President of Turkmenistan and the Cabinet of Ministers of the country Sh.Durdylyev. Deputy Chairman of the Cabinet of Ministers reported on the large-scale beautification works developed in Ashgabat, regarded as one of the important aspects of the state policy.
According to the Capital General Redevelopment Layout, comprehensive measures are consistently being implemented on bettering the city’s infrastructure – repairing of highways; redevelopment of adjoining territories; building of bridges, elevated and underground passages; asphalting of sidewalks.
Necessitating activation and high efficiency of the beautification measures and works aimed at bettering the main city of the country, President Gurbanguly Berdymuhamedov charged to keep all the related works under constant control.
Deputy Chairman of the Cabinet of Ministers B.Atdayev informed about the ongoing preparatory work of the exposition of Turkmenistan for participating in the world’s exhibition «EXPO-2017» to be held next year in the capital of the Republic of Kazakhstan throughout June 10-September 10.
The forthcoming exposition, which will be held under the slogan «Energy of the future», will be devoted to one of the vital topics - use of alternative energy sources and «green» technologies.
Having stressed the decisive role of the home market saturation in expansion of the trade-and-economic relations with various states of the world, the President of Turkmenistan gave the vice-premier a number of the issue-related concrete instructions.
Deputy Chairman of the Cabinet of Ministers S.Satlykov made the report on the state of affairs in the sectors he is responsible for. In particular, the vice-premier reported on the fulfilment of the earlier presidential commissions related to the institutional and organizational modernisation of the air transport system and to the work conducted by SNS «Turkmenhowayollary» on providing flying safety.
In the comments to the report, President Gurbanguly Berdymuhamedov assigned the vice-premier with a number of concrete instructions on strengthening control over the work carried out in the sector.
Next speaker, deputy chairperson of the Cabinet of Ministers G.Mammedova, reported on the activity of the accountable sectors and submitted a draft Resolution «On announcing the competition among the workers of literature, culture and art, amateur young singers and gifted children for the award of the President of Turkmenistan« Turkmenin Altyn asyry» for consideration of the leader of nation. As the vice premier reported, the competition would traditionally include creative competitions of young amateur singers « Ýaňlan, Diýarym! » and talented children «Garaşsyzlygyň merjen däneleri ». The outcomes of contents will be totalled in September-October 2017.
Attaching great importance to the annual competition, the head of state signed the corresponding Resolution and gave the vice-premier the issue-related executive instructions.
Then deputy chairman of the Cabinet of Ministers S.Toilyev reported on the state of affairs in the spheres answerable to him andon the results of VI Turkmen-German medical forum which took place in Ashgabat on November 4-5.
Within the scope of fruitful interaction with German partners, in the space of 2011-2016, six profile forums (three - in Germany, and three - in our country) were organized.
VI Turkmen-German medical forum in Ashgabat was attended by the delegation of the Federal Ministry of Health of Germany, representatives of the largest German companies - developers of hi-tech medical equipment, well known scientists-professors of leading clinics from various cities of Germany.
By results of the forum, a number of creative proposals were put forward including the initiative on creating a joint working group made up of Turkmen and German experts in various branches of medicine.
Reporting on the results of joint forums held over the above-named period, the vice-premier stressed that within the scope of the bilateral partnership the «Turkmen-German school» for public health services was created; and more than 125 Turkmen doctors were trained at the refresher courses in the leading clinics of Germany.
In this respect, to promote furthering of productive interaction with German partners in 2017-2021, the issue on prolongation of the aforementioned Memorandum and Agreement was brought up for consideration by the head of state.
Having listened to the report, President Gurbanguly Berdymuhamedov underlined that cooperation in the area of public health services was one of the priority directions of the Turkmen-German relations.
At the session of the Cabinet of Ministers, other important issues were considered, and the corresponding decisions were made.
