The meeting of the Cabinet of Ministers of Turkmenistan

On September 30, President of Turkmenistan Gurbanguly Berdymuhamedov held the regular meeting of the Cabinet of Ministers in which urgent issues of state life, realisation of national programs and preparation for forthcoming important actions were considered and a number of documents were approved.
Chairwoman of the Mejlis A.Nurberdiyeva informed on the current legislative activity of the national parliament, measures adopted to strengthen and develop a legal basis of socio-economic transformations carried out in the country, support of international initiatives put forward by Turkmenistan.

Having listened to the information, President Gurbanguly Berdymuhamedov underlined the exclusive importance of modernisation of national legislative base. Having noticed that the activity of the Mejlis is aimed at legal maintenance of effective realisation of socially focused state policy, the Leader of nation focused the attention on the measures directed to the strengthening of civil institutes, establishment of democratic principles in society, increase of social and living standards of Turkmen nationals.

Deputy-chairman of the Cabinet of Ministers, Minister of Foreign Affairs R.Meredov reported on results of participation of   our country delegation in the work of 71st session of General Assembly of the United Nations Organization.

As informed, on September 22, having spoken in the work of the 71st session of General Assembly of the United Nations, the Turkmen side set forward international initiatives of President Gurbanguly Berdymuhamedov and stated priority positions of our state on actual global issues of security and sustainable development, climate change, refugee problems and stateless citizenship. The same day the delegation of Turkmenistan took part in an annual coordination meeting of Ministers of Foreign Affairs of member countries of the Organization of Islamic Cooperation (ОIC).

According to commissions of the Head of State, «The Parisian agreement», approved in the capital of the Republic of France on September 23, was signed on December 12, 2015. Joining to this important document by Turkmenistan visually confirms reputation of our country as responsible and reliable partner of the world community in the decision of the issues connected with climate change, and fulfilment of sustainable development goals.

During the working visit to New York, meetings of the Turkmen delegation with the Secretary General of the United Nations Organization Ban Ki-moon, Chairman of 71st session of the General Assembly of the United Nations Peter Thomson, and also with Assistant to the Secretary General, Chief Executive of the Counterterrorist Committee of the United Nations took place. Along with it, meetings with assistants to the Secretary General of the United Nations Organization on political, economic, social and information issues were held.

Besides, the delegation of our country held bilateral meetings with Ministers of Foreign Affairs of some states, and also with the Assistant to the State Secretary of the United States of America and Chief Executive of the Business Council «Turkmenistan - USA». During the working visit the Memorandum of mutual understanding on bilateral consultations between foreign policy departments of Turkmenistan and the Republic of Indonesia was signed.

Having underlined a strategic character of partnership of Turkmenistan-United Nations, the Head of State Gurbanguly Berdymuhamedov confirmed readiness of our country henceforth in every possible way to promote escalating of traditional interaction with a view of consolidation of universal peace and safety, development of fruitful cooperation at the regional and global levels. In this context, President Gurbanguly Berdymuhamedov gave the vice-premier, head of the Ministry of Foreign Affairs a number of commissions, concerning further strengthening of multidimensional interaction with the United Nations.

During the session the Leader of nation appointed a number of persons, having signed corresponding documents. By Ukases of the Head of State Extraordinary and Plenipotentiary Ambassador of Turkmenistan to the United States of America M. Orazov was appointed concurrently    Extraordinary and Plenipotentiary Ambassador of our country to Canada, Extraordinary and Plenipotentiary Ambassador of Turkmenistan to the United Kingdom of Great Britain and Northern Ireland Ya.Seryayev - concurrently Extraordinary and Plenipotentiary Ambassador of our country to the Kingdom of Sweden.

Then the report was made by vice-premier of the Cabinet of Ministers B.Khojamammedov. Reporting on the activity of subordinated structures, the Deputy-chairman informed on perfection of system of estimation and realisation of payments for the land and land rent, and also on issues of   civil work regulation. In this connection, it is envisaged to make alteration and additions to regulatory legal acts.

Having listened to the report, the Head of  State noticed that it is necessary to study together with the country of the Mejlis expediency of entering of addition to the Code of Turkmenistan «On land», having given the vice-premier concrete instructions.

As a whole having approved the presented draft of the document on issues of regulation of civil work and having signed the Resolution, the Head of State assigned the vice-premier with a number of commissions.

Deputy-chairman of the Cabinet of Ministers Ya.Kakayev reported on the work of enterprises of fuel and energy complex. As noted, consecutive technical re-equipment of oil and gas branch is conducted. Cooperation with leading world manufacturers and suppliers of oil and gas equipment becomes more active.

Summarising the report, the President of Turkmenistan pointed out the importance of study of advanced experience of states possessing the richest reserves of hydro carbon resources, having focused the attention of the vice-premier on prospects of development of Turkmen - Qatar interaction in oil and gas and oil refining spheres. Having instructed him to send a delegation of Turkmenistan to the Kingdom of Qatar, Leader of nation Gurbanguly Berdymuhamedov gave thereupon the vice-premier a number of commissions.

Deputy-chairman of the Cabinet of Ministers R.Bazarov reported on the state of affairs in agriculture, including the course of agricultural campaigns in velayats. Within   his report the vice-premier informed on the course of preparation for national tree planting action which is planned to be held on October 8, the current year in the capital and regions of the country.

Having focused the attention of the vice-premier on priority issues of agriculture, the Head of State demanded to hold under a constant control the issues connected with cotton harvest.

Having signed the Resolution on organization of the National tree planting action, the Head of State charged the vice-premier to carry out the planned action at high organizational level.

Deputy-chairman of the Cabinet of Ministers B.Ereshov made a report on the work carried out to open the private enterprise «Jahan electronic» of  the Economic Society «Elektron senagaty» on the basis of  the Concern «Turkmenmashyngurlushyk» of the Ministry of Industry. With commissioning of the given joint venture there will be a possibility to make various kinds of modern electronic devices.

Summarising the report, the Head of State noted the importance of creation of national electronic industry for further dynamical development of all economic complex. Today it is impossible to present any branch of economy without application of electronic equipment and high technologies, for acquisition of which huge means are directed, President Gurbanguly Berdymuhamedov told, having charged the vice-premier to work upon this point in question.

On the work conducted and measures adopted on implementation of the concept of development of the Turkmen capital, preparation of the main city of the country for anniversary celebrations in honour of Independence of the state, the Cabinet Deputy Chairman, Manager of the President’s Administration and the Cabinet of Ministers of Turkmenistan Sh.Durdylyev reported.

The Leader of nation gave the vice-premier a number of concrete commissions, having specified the necessity of escalating of efforts on the further accomplishment of the city, perfection of its social sphere, increase of overall performance of municipal services.  The Head of State Gurbanguly Berdymuhamedov demanded also to hold under   unrelenting control all issues on organisation of anniversary celebrations in the capital.

Deputy-chairman of the Cabinet of Ministers B.Atdayev reported on preparation for the exhibition of economic achievements of Turkmenistan, devoted to the 25th anniversary of Independence to be held on October 11-12 in Ashgabat. The vice-premier also reported on results of the 12th session of the joint Turkmen - Uzbek commission on trade and economic, scientific and technical and cultural cooperation which was held on September 26-27 in Tashkent.

Having listened to the report, President Gurbanguly Berdymuhamedov underlined necessity of wide propagation at the exhibition to be held on the occasion of anniversary, radical transformations carried out for 25 years of sovereign development of Turkmenistan, achievements in various branches of economy.

Having underlined that results of the regular session of the joint Turkmen -Uzbek commission will assist development of mutually advantageous partnership in many directions, the President of Turkmenistan addressed concrete instructions on realisation of bilateral contracts and agreements.

Vice-premier of the Cabinet of Ministers G.Mammedova reported on preparation for the 25th anniversary of Independence of Turkmenistan conducted in her subordinated structures.

Summarising the report, President Gurbanguly Berdymuhamedov focused the attention on the cultural component of   celebrations devoted to the anniversary, and gave the vice-premier corresponding instructions in this connection.

Deputy-chairman of the Cabinet of Ministers S.Toylyev, reporting on the state of affairs in his supervised spheres, informed on the work carried out to admit foreign students for the 2016-2017 educational year for high schools of our country.

Having listened to the report, President Gurbanguly Berdymuhamedov underlined that being invariably attached to traditions of friendship and good neighbourhood, Turkmenistan renders   effective assistance and support to social and economic revival of brotherly Afghanistan, including in the field of preparation of qualified personnel. Speaking of it, the Leader of nation gave the vice-premier corresponding instructions on study of this point taking into account the profile specialities necessary for the neighbouring country.

Then Deputy-chairman of the Cabinet of Ministers S.Satlykov reported on the work on perfection of the Regulations of Ministries of Communications, Motor Transport and Railway Transport of Turkmenistan and also modification of structural division of the Ministry of Railway Transport.

Having underlined that the state pays   all-round attention to the development of   multipurpose and competitive transport -communication complex in the country, President Gurbanguly Berdymuhamedov charged the vice-premier to strengthen control over maintenance of due quality of work of enterprises of this branch.

At the meeting of the Cabinet of Ministers other issues on which corresponding decisions were made, have been also considered.
