Joint session of the Cabinet of Ministers and State Security Council of Turkmenistan

On September 23, the President of Turkmenistan Gurbanguly Berdymuhamedov convened a joint session of the Cabinet of Ministers and the State Security Council to discuss the priority issues of state life, as well as some draft documents.

Having announced the meeting agenda, the Turkmen Leader gave the floor for the report to Cabinet Deputy Chairman B.Hojamammedov. Reporting on the work of establishments under his supervision, the vice-premier informed on the practical steps taken to promote further development of the financial and banking institutions in the country. A draft Decree was submitted for consideration by the Head of the State, the main goal of which is the efficient use of capital investments allocated for the construction of various new facilities, as well as the reconstruction of existing buildings and structures.

After hearing the report, the President Gurbanguly Berdymuhamedov gave instructions related to the systematic improvement of the financial and banking institutions of the country. In general approving the proposal, the President gave the appropriate instructions to the vice-premier.

Cabinet Deputy Chairman Ya.Kakaev informed on the work results performed in the framework of activities on upgrading a fuel and energy complex.

In order to successfully accomplish the priority objectives for development of this sector a draft Decree has been prepared, which provides for streamlining the procedure for exchange trading to sell commercial output of the oil and gas industry to foreign countries.

Summing up the report, the Head of the State noted that priority aspects of our country’s energy strategy include exports of finished products, processing raw materials based on the latest scientific and technological achievements. Having signed the proposed Decree, President Gurbanguly Berdymuhamedov gave the vice-premier a number of specific instructions.

Cabinet Deputy Chairman R. Bazarov reported on the progress of seasonal agricultural works ongoing in the country’s regions. In particular, the information was provided that, as of today, 96 440 000 hectares have been sown to winter grains. At the same time, a cotton harvesting campaign is gathering pace in the country’s fields. By now, 451.37 thousand tons of raw cotton have been gathered and delivered to receiving points.

Having heard the report, the Head of the State gave the vice-premier a number of specific commissions related to the completion of cotton harvesting and winter wheat sowing campaigns on schedule, and improvement of farming standards by wide introduction of advanced agricultural technologies.

Deputy Chairman of Cabinet of Ministers B. Ereshov reported on the state of affairs in sectors he is in charge of, including the ongoing work on processing the textile industrial waste.

Pointing to the necessity to launch the production of new marketable output in addition to increasing the industrial capacity by introducing advanced technology and improving the production management methods, the Turkmen Leader gave specific instructions to the vice-premier.

Chairman of the State Concern “Turkmenhimiya” M.Aydogdyev, who was invited to the meeting, reported on the work in sectors under his supervision which is carried out to promote further development of the chemical industry, including the measures taken to expand the production of various fertilizers in the context of agricultural reform ongoing in the country.

Summing up the report, President Gurbanguly Berdymuhamedov emphasized that the implementation of projects for development of chemical industry is intended to contribute to the accomplishment of objectives for comprehensive industrialization of regions, diversification of the national economy, stepping up production of output which is in good demand in the world markets.

Cabinet Deputy Chairman, Manager of the President’s Administration and the Cabinet of Ministers of Turkmenistan Sh.Durdylyev reported on the state of affairs in sectors under his supervision, measures taken for the provision of urban amenities in the Turkmen capital.

Pointing to the necessity to keep under strict control the issues related to the trouble-free operation of life support systems and the provision of urban amenities in the capital, as well as the effective management of well-coordinated work of municipal and other relevant services, the Turkmen leader gave the vice-premier specific instructions in this respect.

Cabinet Deputy Chairman B.Atdaev reported on the preparations for the 12th meeting of the Joint Turkmen-Uzbek Commission for Trade-Economic, Scientific-Technical and Cultural Cooperation to be held in Tashkent, the Republic of Uzbekistan on September 26-27.

Pointing out that the regular meeting of the Joint Commission is intended to contribute to developing mutually beneficial cooperation in a wide range of areas, the Head of the State gave the vice-premier specific commissions to hold the event at the highest organizational level.

Cabinet Deputy Chairwoman G.Mammedova reported on the programme of cultural events scheduled for October to celebrate the 25th anniversary of Turkmenistan’s Independence, as well as other significant dates in the national and international calendar, and opening ceremonies to inaugurate social and cultural buildings, timed to these occasions.

At the start of next month, a month’s traffic safety campaign will be summed up. On October 6, events will be organized to mark the Remembrance Day in the Memorial Complex “Halk hakydasy”. Significant events include the International Scientific-Practical Conference “Inviolability of the law-governed state: national experience and international development” to take place in the MFA Institute of International Relations on October 4-5. The exhibition of economic achievements of Turkmenistan on the 25th anniversary of country’s Independence, the final round of the TV Competition “Ýaňlan, Diýarym!”, a concert of artists and exhibition of decorative-applied art works of the Republic of Tatarstan of the Russian Federation, the conference of the Humanitarian Association of the World Turkmens, opening of new buildings, and other events will be organized.

The report delivered by the vice-premier also included the information on preparations for the third Viennese Ball which will traditionally take place on the square in front of the State Cultural Centre with the participation of Turkmen and Austrian artists.

Speaking about the importance of the upcoming creative event, the Head of the State stressed that all international activities are carried out by Turkmenistan in line with its foreign policy. Emphasizing that the positive initiatives and undertakings in this area promote development of humanitarian relations between the peoples, familiarization of the Turkmen people with the world culture and popularization of the invaluable national heritage in the international arena, President Gurbanguly Berdymuhamedov instructed the vice-premier to ensure the high organizational level of events.

Reporting on a state of affairs in supervised sectors, Cabinet Deputy Chairman S.Toylyev informed on the preparations for the final round of the creative show “Garaşsyzlygyň merjen däneleri” to be held in Ashgabat on September 30, which is announced every year among gifted children as part of the competition for the prize of the President of Turkmenistan «Türkmeniň Altyn asyry».

After hearing the report, President Gurbanguly Berdymuhamedov emphasized that the younger generation’s well-being and harmonious development is one of the main priorities of the state policy in Turkmenistan. The state, the Turkmen Leader stressed, will continue to take target-oriented measures to encourage and support young talents, and creating all conditions for young citizens of the country to develop their creative abilities and talents.

Cabinet Deputy Chairman S.Satlykov delivered the report on preparations for the International Exhibition “Turkmentel 2016” and Scientific Conference “Turkmenistan and world information and communication systems” to be organized on September 28-30.

Summing up the information, President Gurbanguly Berdymuhamedov emphasized that the Government is doing everything to meet the population’s demands in this field: the equipment of telephone exchanges is modernized, fiber-optic communication lines are laid between the cities, a satellite communication system is operating, a national cellular network is expanding, and the number of high-speed Internet system users is increasing every day. In this context, the Head of the State expressed confidence that the traditional sectoral exhibition and conference will be another step in expanding mutually beneficial business contacts between Turkmen enterprises and foreign partners, strengthening the position of our country on the international market.

Minister of Railway Transport B.Annameredov, who was invited to the meeting, reported on the state of affairs in the sector headed by him, in particular, on the progress of construction work at the Atamyrat-Ymamnazar-Akina site of the railway Turkmenistan-Afghanistan-Tajikistan. The draft Program for railway industry development and upgrading in Turkmenistan for 2017-2030 was submitted to the Head of the State for consideration.

The program provides for modernizing the railroad sections Ashgabat-Turkmenbashi and Ashgabat-Farab. The phased complete overhaul of the main railway infrastructure, operating in Turkmenbashi-Farab section was planned for 2017-2022. According to the program, with the purpose of phased implementation of construction works at the high-speed Ashgabat-Turkmenbashi railway section its building project will be designed. As part of these works the engine yard is to be modernized.

Focusing on the issues of further development of this sector, the Head of the State made a number of specific recommendations on improving the presented Program. The President of Turkmenistan also gave vice-premier S.Satlykov and Minister of Railway Transport B.Annameredov the appropriate instructions to accelerate the Atamyrat-Ymamnazar-Akina railway construction pace, and take the necessary measures to deliver the project on schedule.

Mejlis Chairwoman A.Nurberdyeva reported on the work done by the Parliament on further improvement of the national legislation in accordance with the provisions contained in the revised Constitution of Turkmenistan, as well as with international norms and standards.

Having heard the information, President Gurbanguly Berdymuhamedov emphasized that all newly adopted laws must be aimed at the successful implementation of the complex reforms which are carried out to promote state development, strengthening of the unity, solidarity and democratic foundations of the Turkmen society. At the same time, the Leader of nation stressed that Mejlis deputies shall carry out the regular on-site work to explain the essence and meaning of the legislative acts, and actively cooperate with the executive authorities to address the socio-economic issues in their districts.

In continuation of the meeting, the heads of military and law enforcement agencies reported on the state of affairs and the ongoing work in institutions they are responsible for, the measures taken to strengthen the material and technical base, maintaining law and order in the country, fulfilling the tasks assigned by the Head of the State on creating the appropriate service and living conditions for the military personnel, their patriotic education, advanced theoretical and combat training and professional development officers.

Making a special mention of the worthy contribution of the military and law enforcement authorities in strengthening the foundations of independence and sovereignty of the Homeland, ensuring the happy life and wellbeing of the people, the President of Turkmenistan, Supreme Commander in-Chief of the country’s Armed Forces, Army General Gurbanguly Berdymuhamedov stressed the invariable adherence of our state to the military doctrine, which is exclusively peaceful and defensive in nature.

Focusing on the upcoming festivities to mark the 25th anniversary of sacred independence of the Homeland, the Turkmen Leader pointed to the necessity for taking a well-considered approach to celebrating this remarkable date, having given the heads of security agencies instructions on preparing for the military on the occasion of glorious anniversary, and strict observance of law and order in all regions of the country during holidays. The Head of the State also ordered to draw an appropriate plan of events till the end of year, and ensure their holding at high organizational level.

A joint session of the Cabinet of Ministers and the State Security Council also addressed some other issues of public life, on which the relevant decisions were made.

Then the floor was given to the President of the Asian Sport Press Association Mohammad Kasym who was invited to attend the meeting.

Pointing out great successes of our country which had been achieved under the leadership of the Head of the State in the field of sports and mass media, as well as in all areas of socio-economic development, Mr. Mohammad Kasym stressed that the visit to Ashgabat allowed him to see with his own eyes that wide-ranging activities and large-scale reforms of the Turkmen Leader aim to promote welfare of the Turkmen people and prosperity of Turkmenistan.

Having acknowledged the level of preparation for the Asian Games 2017 and stressing the exceptional importance of the upcoming Games in terms of raising Turkmenistan’s prestige in the sporting world, as well as in popularizing physical culture and sports, the President of the Asian Sport Press Association noted that the organization that he heads is committed to informing the whole world community on the Turkmen people’s achievements.

“It is a great honor for me to be in Turkmenistan”, the guest said, having informed on decision of the Asian Sport Press Association of the International Sports Press Association on conferring the highest degree Gold Medal upon President Gurbanguly Berdymuhamedov for the outstanding contribution to development of national sports movement and strengthening of fruitful international cooperation in the field of sports. According to Mohammad Kasym’s words, the President of Turkmenistan had been the first to be honored with this high award.

To a storm of applause, the guest solemnly presented the high award of the Asian Sport Press Association and the corresponding certificate to the President of Turkmenistan, having wished the Turkmen Leader wellbeing and further successes in the responsible state activity. Having extended deep appreciation for the hospitality shown in the Turkmen land, the guest expressed confidence in further development of the active partnership with our country.

Having thanked cordially the governing board of the Asian Sport Press Association, the Turkmen Leader emphasized that this award is a symbol of recognizing the successes of every Turkmen athlete and coach, and sports as a whole. “Such a high award, which embodies the recognition of Turkmenistan’s achievements in the international sports movement, is a great pride for us”, President Gurbanguly Berdymuhamedov emphasized, having expressed confidence that the organization which Mr. Mohammad Kasym heads will contribute to popularizing the V Asian Games.

Concluding the joint session of the Cabinet of Ministers and the State Security Council, the Turkmen Leader wished all its participants sound health and great successes in the work for prosperity of the Homeland, wellbeing and happy life of the Turkmen people.
