Session of the Cabinet of Ministers of Turkmenistan

On September 2, President of Turkmenistan Gurbanguly Berdymuhamedov convened a regular session of the Cabinet of Ministers to consider a number of important issues relating to the implementation of state programs, and discuss some draft documents.

Having announced the meeting agenda, the leader of nation gave the floor to Cabinet Deputy Chairman B.Hojamammedov who informed on the course of preparation for the fourth session of the Joint Turkmen-Tatar working group for trade-economic, scientific-technical and cultural cooperation. As the vice-premier reported, the meeting will take place in Kazan, the republic of Tatarstan of the Russian Federation, where a wide range of issues on further enhancement of fruitful contacts built on a long-term basis is to be considered. 

Summarising the report, President Gurbanguly Berdymuhamedov emphasised that the mutual relations that have been successfully developing within the framework of an interstate dialogue with the Russian Federation, are a vivid example of effective cooperation based on solid experience of partnership.

As the head of state noted, regular meetings of the Joint Group members contribute to concretely identifying priority areas of partnership, and finding balanced decisions on all related issues. Having signed the presented documents, the leader of nation gave the vice-premier a number of commissions.

Cabinet Deputy Chairman Ya.Kakayev reported on the state of affairs in various sectors of a fuel and energy complex.

Having heard the report, the head of state focused the attention on the key aspects of implementing the energy strategy of our country aimed at intensive development and modernisation of domestic oil and gas sector. President Gurbanguly Berdymuhamedov emphasised the importance of well-considered and complex approach to achieving all goals set in this sphere, having given the vice-premier a number of relevant instructions.

Cabinet Deputy Chairman R.Bazarov reported on the seasonal agricultural works ongoing in the country. As was informed, the winter grain sowing was well underway in all regions in full conformity with agro-technical norms. At the same time, a cotton harvesting campaign is gaining a rapid pace in Akhal, Lebap and Mary velayats.

Having demanded to provide a complex of measures for timely and qualitative conduction of cotton-picking season and sowing of winter grain, the head of state gave the vice-premier a number of concrete commissions in this respect.

Cabinet Deputy Chairman B.Ereshov reported on the state of affairs in sectors he is in charge of, including the work on launching the production of LED-lamps in our country.

As was informed, according to the state program for establishing enterprises for the production of various kinds of electronic equipment in Turkmenistan aimed at innovative development of the electronic industry, an Economic Association “Aýdyň gijeler” is to be set up with the assistance of “Turkmenmashyngurlushyk” Concern of the Ministry of Industry and a member of the Union of Industrialists and Entrepreneurs - Private Enterprise “Taze zaman gurlushykchy”.

Having heard the report, President Gurbanguly Berdymuhamedov stressed a special significance of the work which is carried out in the conditions of market relations to implement the State Program for the establishment of competitive resource and energy saving, non-polluting electronic and electro-technical industry with home and foreign markets focused output, as well as increasing an export potential of the country, having given the vice-premier a number of concrete commissions.

Cabinet Deputy Chairman, Manager of the President’s Office and the Cabinet of Ministers of Turkmenistan Sh.Durdylyev reported on preparation for the International Exhibition and Scientific Conference “Basic trends in development of the energy industry of Turkmenistan” to be held in September.

The vice-premier also informed on the work done and undertaken measures to implement the capital city development concept. With a view of successful fulfilment of the tasks in view in this area joint activity is carried out with representatives of the Union of Industrialists and Entrepreneurs of the country, and also the related state agencies, ministries and sectoral institutions.

Having heard the report, President Gurbanguly Berdymuhamedov noted that the energy industry is one of the major sectors of the national economy. Large-scale projects are carried out and new high-capacity power stations are put into operation as part of development programs under implementation in this sector. The forum will make it possible to show the international community achievement and successes of Turkmenistan in this field, as well as to learn the advanced world experience, and expand mutually advantageous cooperation with foreign partners. Having emphasised the importance of organizing the exhibition and conference at high level, the leader of nation addressed the vice-premier a number of issue-related commissions.

Having touched upon the Turkmen capital development issues, the head of state focused the attention on the quality of building and design of the capital’s highways, bypasses, elevated bridges, underground and elevated passages, and public transport stations which should meet all requirements of international standards. Projects designed in this area should be based on the advanced engineering achievements. The main requirement for them is to provide all possible convenience for people, President Gurbanguly Berdymuhamedov said, also having demanded to go on with taking effective and comprehensive measures to keep cleanliness, and observe sanitary and ecological norms.

The report of Cabinet Deputy Chairman B.Atdaev on the activity of country’s trading complex included the information on preparations on the instructions of the President of Turkmenistan for the Interstate Exhibition “25 years of the CIS: New possibilities of integration and partnership” to mark the anniversary of creating the Commonwealth of Independent States.

Thereupon, the project of a short video film had been prepared, showing large-scale reforms carried out over the past twenty five years of sovereign development of Turkmenistan in various sectors of economy, including thermal power station, chemical and textile industries, transport and communications, agriculture, business, building, as well as in social spheres such as culture, science, education, tourism, public health services and sports. This film is to include fragments popularizing the “Avaza” National Tourist Zone, and the V Asian Games.

Having noted that Turkmenistan builds relations with the CIS member states in the spirit of constructive cooperation, President Gurbanguly Berdymuhamedov set out the trade and economic sectors, industrial policy, partnership in transport, scientific-technical and educational and other areas as the basic cooperation objective. Humanitarian cooperation aimed at strengthening of friendship and mutual understanding between the peoples has been and remains one of the priority vectors of interstate partnership within the CIS. Thus, within the framework of the Interstate Program “Cultural Capitals of the Commonwealth” this mission in 2016 is successfully performed by the city of Dashoguz, which was accomplished in 2012 by Mary city.

Speaking of the new CIS Executive Committee’s Executive project for the organisation of a virtual exhibition, the leader of nation noted that participation in this project gives our the chance to widely show in the Internet the entire potential of Turkmenistan, and achievement of our native land in all areas of state and social activities, having given the vice-premier the recommendation and commission in this respect.  

Cabinet Deputy Chairwoman G.Mammedova reported on the preparations for opening ceremonies to inaugurate some social-purpose buildings on the occasion of 25th anniversary of country’s independence, and the organisation of festive events. The programme of cultural events will include the large-scale dramatized performances, art and book exhibitions, creative-scientific forums, concerts, etc.

Having heard the report, President Gurbanguly Berdymuhamedov commissioned to provide the high organizational level of forthcoming celebrations to mark the upcoming significant date, and take all measures so that these events fully reflect the high spirit of the prosperous epoch of powerful state, our progressive reforms and successes.

Cabinet Deputy Chairman S.Toilyev reported on the end of summer holidays of schoolchildren in the children’s health-improving centres of the country. Then the vice-premier informed on the program for a month’s campaign “Traffic safety - our quite life” to be held on September 1-30. Thereupon, representatives of the Ministries of Education, Internal Affairs, Health and Medical Industry and other departments, as well as public and international organisations developed the appropriate Actions Plan.

Having heard the report, President Gurbanguly Berdymuhamedov pointed out that large-scale explanatory work on preventing road accidents must be carried out among children taking into account their age categories, forming an integral system of knowledge and safe behaviour skills on roads. The leader of nation instructed to ensure the high organizational level of a traffic safety month’s campaign, actively drawing representatives of the wide public in this action.

Cabinet Deputy Chairman S.Satlykov reported on the preparations for commissioning of the International Airport of Ashgabat.

The report given by the vice-premier also included the information on fulfilment of the earlier given by the head of state commissions on improvement of activities in the transport-communications sector, expanding international cooperation in this area, and the introduction of innovative methods and advanced experience into the industry. The information covered the course of implementing the programs for maintaining coordinated work of various modes of transport.

Having heard the report, the President of Turkmenistan gave the vice-premier a number of commissions to ensure the high organizational level of opening ceremony of the International Airport in the capital which is the main “air gate” of Turkmenistan.

Having directed the attention to the work on further development of transport-communications sector in the country in compliance with high international standards, the leader of nation gave the vice-premier a number of concrete commissions to increase the level and quality of services in this important sector of the national economy.

Cabinet Deputy Chairman, Minister of Foreign Affairs R.Meredov reported on fulfilment of the commissions given by the head of state on improved performance of local mass media and an extended coverage of successes and achievements of our country in the international information field.

Summarising the report, President Gurbanguly Berdymuhamedov pointed out the necessity to carefully study all proposals on improving the activity and reorganisation of local mass-media, their further development with consideration of modern realities and high requirements, as well as strengthening of personnel potential, improvement of professional skills of workers of this sphere.

Having s made emphasis on the issues of operative coverage of important events in the country, wide information of the world community on priorities of the peaceful and constructive policy of neutral Turkmenistan, impressive achievements of the Homeland in all areas of life, the leader of nation gave the vice-premier, the Foreign Minister a number of concrete instructions in this respect.

Then the floor was given to Mejlis Chairwoman A. Nurberdyeva who informed on the parliament’s activity on further improvement of the legislative-legal framework in the country in a context of the socially-focused policy pursued by the President of Turkmenistan.

The head of national parliament also informed on the results of a business trip of the Mejlis delegation to the Republic of Korea on August 28-31, made within the framework of development of inter-parliamentary relations.

Summarising the information, President Gurbanguly Berdymuhamedov emphasised the importance of intensifying legislative activity in a number of areas, taking into account the advanced world experience and priorities of socio-economic development of Turkmenistan.

The leader of the nation pointed out the necessity to pay attention to modernizing the legislative framework which is of particular significance for implementing the largest programs and projects in the country. The special attention should be given to the issues of further consolidation of inter-parliamentary relations, the head of state said.

The meeting considered a number of other issues on which the appropriate decisions were made.
