Session of the Cabinet of Ministers of Turkmenistan

On December 18, President of Turkmenistan Gurbanguly Berdymuhamedov held a regular Cabinet session to discuss the topical issues of state life and the forthcoming important measures, and adopt a number of documents.

After announcing the meeting agenda, the nation’s leader gave the floor to Cabinet Deputy Chairman, Director of the State Agency for management and use of oil-and-gas resources under the President of Turkmenistan Ya. Kakaev, who reported on the preparedness rate for the ceremony of putting into operation of the “East-West” gas pipeline scheduled on December 23.

The new gas pipeline connects the compressor stations “Shatlyk” in Mary velayat and “Belek” in Balkan velayat. The project was realized by the subdivisions of the “Turkmennebitgazgurlushyk” State Concern against the order of “Turkmengaz” State Concern.

In addition, the vice-premier reported on the preparations for putting into operation of ELDAD-HT-7 - the new crude oil preliminary distillation units, at the Turkmenbashi Refinery Complex, as well as the all-factory economic objects.

Summarizing the report, President Gurbanguly Berdymuhamedov has underlined special importance of the “East-West” gas main construction designed to bridge the country’s large gas fields.

Upon completion of the “East-West” Gas Pipeline construction, the nation’s leader said, a unified gas pipeline system was formed in Turkmenistan that would allow implementing the natural gas reverse-transfer in any direction.

Cabinet Deputy Chairman, Minister of Foreign Affairs of Turkmenistan R.Meredov reported on the MFA’s ongoing work in the context of implementing the Country’s Foreign Policy Course Concept for 2013-2017 and on the fulfillment of the presidential commissions. In this regard, it was also reported on the measures taken to improve the activities of the domestic diplomatic service and strengthen its material-technical base.

President Gurbanguly Berdymuhamedov emphasized the importance of consistent steps towards advancing and practical implementing of the Turkmenistan’s constructive initiatives aimed at building up mutually beneficial regional and global partnership in various spheres for the sake of common welfare and prosperity.

Noting that the state creates all conditions for fruitful work of diplomats, embassies and consulates of our country, the nation’s leader gave the vice-premier, the MFA head a number of specific assignments on the activities of the Ministry of Foreign Affairs.

Cabinet Deputy Chairman B. Hojamammedov informed about the work on the development of the country’s securities market and improvement of financial tools. In this respect, a draft Resolution on issuance, sales and retirement of public bonds of Turkmenistan was submitted for consideration.

In accordance with Budget Code and the Law of Turkmenistan “On securities”, the Ministry of Finance plans to issue the 5-year term public bonds as an additional source of revenue to the State Budget-2016.

The vice-premier also reported on preparations for including the obligatory fire insurance into the “State Program of the insurance activity advancement in Turkmenistan for 2011-2015” and the Law of Turkmenistan “On fire safety”.

Having signed the Resolution “On the issues of issuance, sales and retirement of public bonds of Turkmenistan”, President Gurbanguly Berdymuhamedov has noted that the decision intends to promote the development of securities market in the country. In this regard, the vice-premier was given concrete instructions on creating the stock exchange, developing its instrumentalities, involving a broad circle of investors, and improving the banking activity, as well as the necessary legal basis.

Noting that introduction of the mechanism of the obligatory state fire insurance would increase responsibility for observance of fire safety requirements, the head of state gave the vice-premier the issue-relevant assignments.

Cabinet Deputy Chairperson M. Yazmuhammedova began her report with a good news - in the course of the 10th meeting of the UNESCO Intergovernmental Committee for Protecting the Immaterial Cultural Heritage which was held in the Republic of Namibia, on the proposal of Turkmenistan and under unanimous support of the Committee’s members, the “Gerogly” epos as a specimen of destan art, was included into the Representative List of the Immaterial Cultural Heritage of Humanity. Speaking about it, the vice-premier gave the relevant document to the nation’s leader.

President Gurbanguly Berdymuhamedov pointed to the importance of work on careful preservation of the national immaterial cultural heritage. We should educate young people on the patriotic example of brave heroes of the “Gerogly” destan, do whatever is necessary to hand down the cultural heritage of the people to the future generations, the nation’s leader said.

Reporting on the NewYear-2016 festive program, the vice-premier has informed that currently, in the phase of preparations are the concerts and other creative measures that will be held in the New Year’s holiday days in the central squares and cultural centers of the capital and velayats of the country. The program includes the performances of circus artists from the Russian Federation that will be held in the Turkmen State Circus from December 22 during the month. On December 23, after lighting the country’s main New Year’s Tree at the “Alem” Cultural-Entertainment Center in the capital, numerous New Year’s events with the participation of children’s creative teams, actors of theatres and young performers will start countrywide, and in the velayats’ squares.

On December24, traditionally in Ashgabat, on the stage of “Maslahatköşgi”, the conclusions will be drawn together from the contest “Ýylyňparlakýyldyzy” among the young talented singers and the final concert of its participants will be performed. Large concerts will be held on December 30 in the square in front of the State Circus, in the “Ylham” Park, in the “Turkmenistan” and “Vatan”Cinema Centers; and on December 31 – in velayats’ squares and in front of the capital’s “Alem” Cultural and Entertainment Center, where it will also be held a teleconference bridge between Ashgabat and velayats’ centers. Colorful fireworks will complete the New Year celebrations in the square in front of the “Alem” Cultural and Entertainment Center.

The national TV and radio channels are preparing special New Year programs. Festive events will also be organized during the school winter holidays in the children’s health centers in Geokdere and velayats.

Speaking of the preparations for the forthcoming New Year holiday, the President of Turkmenistan has emphasized that all celebrations and New Year events should be held on a high, bright and borad level as it befits a true Turkmen Toi (feast) with inherent to it atmosphere of joy, generosity and hospitality.

In turn, Deputy Chairman of the Cabinet of Ministers E. Orazgeldiev reported on the state of affairs in the agro-industrial complex, on the progress of the seasonal agricultural works. Currently, the fields planted to winter wheat are under particular management and care. The harvest of autumn varieties of sugar beet is in progress in Balkan and Mary velayats. Along with this, in the country’s cotton-producing velayats, under preparation are the agri-machinery and agri-fields for the spring sowing campaign.

In the after-report comments, President Gurbanguly Berdymuhamedov has sorted out such aspects of priority, as creation of food abundance at the expense of domestic producers, improvement of the export potential of the state-run and private agri-enterprises.

Further, the Cabinet Deputy Chairman S.Satlykov made a report on the ongoing work in the transport and communication spheres, including the issues on employment of the artificial satellite of Turkmenistan “TürkmenÄlem 52°E”.

The head of Turkmen state Gurbanguly Berdymuhamedov noted that the efficient employment of the satellite will contribute to high-quality high-definition digital television. It was emphasized that having embraced the remotest settlements, the satellite will become an important segment in creating the innovative system of communications and control. In addition, the satellite communication would contribute to the development and improvement of scientific and research activities in Turkmenistan, the nation’s leader said, conveying the vice-premier a number of the issue-associated instructions.

Reporting on the activities of the spheres of education answerable to him - health, sports and tourism, Cabinet Deputy Chairman S. Toilyev informed about the preparations for the organized conducting of the upcoming winter school holidays.

Not the least significant, the head of state has stressed, is to provide every condition to make the winter school holidays interesting, useful and entertaining. To this end, the nation’s leader gave to the vice-premier a number of concrete commissions.

Then, Cabinet Deputy Chairman B. Ereshov made a report on the state of affairs in the industrial sphere, particularly on the activity of the State Fishery Committee aimed at the sector’s advancement.

The vice-premier reported on the completion of construction of refrigerated warehouses in the city of Mary, Lebap and Dashoguz velayats. In the near future, it is planned to put these facilities into operation.

Focusing on the importance of timely solution of all problems identified in the program of the country’s fishery development, President Gurbanguly Berdymuhamedov Addressed a number of concrete instructions to the vice-premier.

Deputy Chairman of the Cabinet Sh. Durdylyev made a report on the state of affairs in the spheres under his supervision, on the preparations for the New Year festivities to be held in the capital, and also on provision of urban amenities in Ashgabat.

In the frames of report, information was presented about the readiness of the relevant services to ensure appropriate conditions for the residents of the capital during the New Year’s festivities.

In the after-report comments, the President of Turkmenistan drew attention of vice-premier to showing the most responsible and thorough approach to the organizational issues of the New Year’s events, including maintenance of order and creation of all the possibilities for interesting and entertaining holidays of the people.

Cabinet Deputy Chairman, Chief Manager of the Presidential and Cabinet Administration Office P. Taganov reported on the preparations for the opening ceremony of new facilities erected by the members of the Industrialists and Entrepreneurs Union of Turkmenistan in velayats and Ashgabat.

The list of facilities includes: the livestock complex for production of 100 tons of meat and 20 thousand tons of dairy products annually and the meat factory (100 tons of meat per year) - in Baharly etrap of Akhal velayat; the two greenhouses for producing vegetables (50 tons annually), a warehouse for storage of goods of domestic private producers and imported goods, a renovated and expanded chocolate-producing enterprise (3,000-ton annual capacity) – in Ak Bugdai etrap of Akhal velayat.

An enterprise for production of inert construction materials (70,000-cubic-meter annual capacity) has been built in Kaahka etrap of Akhal velayat; a refrigerated horticultural warehouse (500-ton capacity – in the city of Turkmenbashi of Balkan velayat; the enterprise for packaging the horticultural products (1million tons of packages annually) – in Atamyrat etrap of Lebap velayat; a1,500-sq m commercial and industrial center–in the city of Turkmenabat of Lebap velayat; and the plant for production of the polyethylene terephthalate packages (200-million-piece a year) – in Ashgabat.

In addition to the within-said new facilities (over 1,200 jobs), launching of the children’s recreation center and a dwelling-house in Balkan velayat and a dwelling house and kindergarten in the capital is timed to the New Year.

Expressing confidence that the growing and upgrading domestic business will continue to increase its contribution to the national economy and participate actively in unleashing the country’s industrial and export potential, in solution of social problems, the head of state gave the vice-premier a number of assignments on organizing ceremonious commissioning of new facilities.

The Chairperson of Mejlis of Turkmenistan A. Nurberdyeva informed about the activity of National Parliament on further improvement of the country’s legislative-legal base, on further development of laws and regulatory legal acts.

Focusing on the forthcoming memorable date in 2016 – the 25th anniversary of Turkmenistan’s independence, the head of state assigned the National Parliament to develop an appropriate document on instituting the jubilee medals and a badge on the occasion of this significant date. Also, in association with the Cabinet of Ministers of Turkmenistan to submit the proposals on organizing and holding the festive events dedicated to the anniversary of the country’s independence at a better and higher level in terms of organization and content.

Some other important issues of state life were also considered at the Cabinet session, and the appropriate resolutions were adopted.
