Session of the Cabinet of Ministers of Turkmenistan
On May 13, President Gurbanguly Berdymuhamedov held a regular session of the Cabinet of Ministers to discuss the priority issues of state life and consider some draft documents. Passing to the issues on the agenda, the head of state gave the floor to Cabinet Deputy Chairman B.Hojamammedov who reported on the activity of sectors he is in charge of. Reporting on fulfilment of the earlier presidential commissions, the vice-premier informed on drafting the Decree on preparation of the State budget of Turkmenistan for 2017.
Summing up the report, the leader of nation stressed that in the state budget process such issues must be taken into consideration, as further increasing efficiency of production and introducing high technologies into all sectors of economy. The head of stated drew particular attention to the effective use of investment possibilities, establishment of new enterprises, creation of additional workplaces, and encouragement of activities in private sector.
Creation of the modern infrastructure in all regions and improvement of social services and well-being of citizens remain the key objectives, the head of state continued. Having signed the Decree, President Gurbanguly Berdymuhamedov gave the vice-premier concrete commissions on the 2017 State Budget process.
Cabinet Deputy Chairman, Director of the State Agency for Management and Use of Hydrocarbon Resources under the President of Turkmenistan Ya.Kakaev reported on the preparations for forthcoming foundation laying ceremony of a natural gas-to-synthetic liquid fuel processing plant in Akhal velayat, as well as for the VII International Gas Congress of Turkmenistan and an international exhibition timed to this forum to take place in the “Avaza” National Tourist Zone.
The leader of nation gave the vice-premier a number of specific commissions concerning the organization of upcoming events at high level, as well as launching the large-scale project of a new industrial facility in the gas processing branch (the synthetic liquid fuel plant).
Having stressed the importance of VII International Gas Congress, intended to provide an open platform for discussion of topical issues of partnership in the fuel and energy complex, President Gurbanguly Berdymuhamedov demanded from the vice-premier to ensure the high organizational level of the forum and exhibition.
The report of Cabinet Deputy Chairman B.Ereshov on the state of affairs in the industrial sector under his supervision focused on preparation for the upcoming Turkmen Carpet Festival marked on last Sunday of May.
Drawing attention to the fact that the Turkmen Carpet Festival was one of the first national holidays instituted as a sign of special recognition of our people’s unique property, President Gurbanguly Berdymuhamedov placed a special emphasis on proper preparation for this holiday in the light of declaring 2016 the Year of Honouring the Heritage, Reforming the Homeland. The leader of nation expressed high appreciation for work of carpet makers who carry on the people’s ancient traditions. Speaking about upcoming festivities, the head of state ordered to hold all events timed to them at high organizational level.
Cabinet Deputy Chairman R.Bazarov reported on the progress seasonal agricultural activities in the country.
The draft Decree “On approving the 2016 Action Plan for a well-organised grain harvesting campaign in Turkmenistan” was submitted for consideration by the leader of nation.
In the after-report comments the President of Turkmenistan laid a particular stress on further dynamic development of the agro-industrial complex, and stepping up the production of various agricultural goods in the country.

Cabinet Deputy Chairman B.Atdayev reported on the state of affairs in supervised sectors, on efforts to expand productive capacities and export potential of enterprises of the Union of Industrialists and Entrepreneurs, as well as on other issues connected with accomplishment of the tasks set by the head of state.
The report also covered the measures taken to create an industrial zone in Ak bugday etrap of Akhal velayat, including a number of manufactures equipped with cutting-edge technology.
Having heard the report, President Gurbanguly Berdymuhamedov pointed out the growing possibilities of private sector in the field of constructing the industrial facilities. The head of state stressed the importance of further encouragement of economic and business initiatives of local entrepreneurs, and gave the vice-premier a number of instructions on development of the state-private partnership in trade and economic sectors.
Cabinet Deputy Chairman S.Satlykov reported on the state of affairs in transport and communications sectors he is in charge of. In particular, the vice-premier informed about the efforts to modernize the material and technical basis of the structural divisions in transport sector.
President Gurbanguly Berdymuhamedov emphasised that sustainable development of transport sector testifies to expanding the potential of transport and communications branches to which the state attaches special significance in promoting successful social and economic development of the country. At the same time, the leader of nation demanded to keep constant control over the service quality improvement in passenger and freight transportation, as well as to take the appropriate measures to ensure high quality routine maintenance and effective operation of vehicles.
The issues highlighted by the report of Cabinet Deputy Chairwoman G.Mammedova included the preparations for the Day of Constitution of Turkmenistan and Poetry of Mahtumkuli Fragi and Days of Culture of Turkmenistan in the Islamic Republic of Iran.
Having emphasised an exclusive importance of culture and mass-media in popularizing cultural heritage of the nation, moral and aesthetic education of youth, propagation of modern achievements of the country, President Gurbanguly Berdymuhamedov underscored a focus on intensification of the international dialogue of cultures, active involvement of establishments of this sector in further study and popularisation of the richest spiritual heritage of the Turkmen people around the world.
Concerning the issue of preparations for the planned events, the head of state commissioned to hold them at high organizational level, having given thereupon a number of commissions to the vice-premier.
Cabinet Deputy Chairman S.Toylyev reported on the state of affairs in sectors under his supervision, in particular, on the measures undertaken to ensure further improvement of the national educational system. The report also provided the information that the Ministry of Education had carried out the required work to create scientific-methodical magazines “Pre-school education”, “Secondary school” and “Higher education”.
Summing up the report, President Gurbanguly Berdymuhamedov stressed the importance of steadfast attention to wide introduction of innovative technologies into the educational system, infrastructural modernisation in pre-school establishments, schools and higher educational institutions, their equipment with cutting-edge interactive-multimedia and other technologies, training of qualified teachers, as well as to strengthening of fruitful cooperation with foreign partners in this area.
Cabinet Deputy Chairman, Manager of the President’s Administration of the Cabinet of Ministers of Turkmenistan Sh.Durdylyev reported on the ongoing work to implement the large-scale town-planning program and improve architectural shape of the Turkmen capital which was initiated by the leader of nation. In particular, the head of state was reported on the planned reconstruction of parks in the capital.
Having heard the report, President Gurbanguly Berdymuhamedov emphasised that all works in the capital should be carried out at an exemplary level, and drew attention to further improvement of the urban infrastructure, active application of high technologies and town-planning innovations. The leader of nation also demanded to hold under unremitting control the uninterrupted functioning of the urban life-support systems and conformity of all new buildings in Ashgabat to the highest quality standards, including from the architectural solution and aesthetic points of view.
Reporting on activity of the Ministry of Foreign Affairs, Cabinet Deputy Chairman, Foreign Minister of Affairs R.Meredov informed on preparations for the first global conference on steady transport system.
The Foreign Minister informed that the Ministry of Foreign Affairs together with the United Nations Department of Economic and Social Affairs and the International Road Transport Union prepared the draft concept of the Conference. The work is in progress on the initial draft program of the forum, which, in addition to plenary and specific sessions, would include a number of other events such as a motor transport and equipment exhibition, thematic presentations, international documents signing ceremonies, bilateral and multilateral meetings and negotiations.
A wide range of urgent issues was proposed for the conference agenda. These include steady transport and environmental change, energy and transport, city transport system, interurban and inter-rural transportation services, allocation of investment capital and funds in transport sector, international cooperation in transportation and legal framework, development of multi-direction transport corridors and associated infrastructure, and traffic safety. The forum is expected to result in development and adoption of the final document.
Having stressed the upcoming forum’s value, intended to greatly contribute to further development of mutually advantageous international cooperation in this strategic area, the head of state gave the vice-premier, Foreign Minister a number of concrete instruction on the high level of organization and holding of the Conference, detailed study and timely decision of all related issues.
Mejlis Chairwoman of Turkmenistan A.Nurberdyeva informed about the parliament’s activity on further improvement of the national legislation in line with generally accepted standards of international law, and well as the current preparations for the Day of Constitution of Turkmenistan and Poetry of Mahtumkuli Fragi to which a scientific-practical conference «Goals, objectives and value of constitutional reforms ongoing in the prosperous epoch of powerful state” will be timed.
As was noted, in the framework of current activity, the Mejlis committees study the proposals for amendments and addenda to a revised version of the country’s main law. The head of parliament also informed that on the instructions of the leader of nation the work is carried out to prepare proposals on the administrative-territorial division of Balkan and others velayats of the country.
The head of state pointed to the exclusive importance of work on strengthening of the country’s legal framework taking into account the urgent paramount problems of social and economic development of our state, and generally accepted standards of international legislative practice. Speaking of the necessity of awareness-raising in relation to the adopted laws and other regulations, wide popularisation of the positive policy and state building experience of sovereign Turkmenistan which is of great interest for the world community, President Gurbanguly Berdymuhamedov commissioned to organize all events on the occasion of 24th anniversary of adoption of the Constitution of Turkmenistan at high level.
Some other issues of state life were considered at the meeting of the Cabinet of Ministers, on which the relevant decisions were adopted.
